La embajada de EE.UU. en París recomendó a Washington iniciar una guerra comercial de estilo militar contra cualquier país de la Unión Europea que se opusiera a los organismos genéticamente modificados (GM), revelaron cables WikiLeaks.

  

En respuesta a las acciones de Francia para prohibir una variedad de maíz transgénico de Monsanto a finales de 2007, el embajador, Craig Stapleton, un amigo y socio del ex presidente de EE.UU., George Bush, pidió a Washington sancionar a la UE y en particular a los países que no apoyan el uso de los cultivos transgénicos.

  

Recomienda calibrar una lista de países objetivo de represalia que cause un poco de dolor en toda la UE ya que esta es una responsabilidad colectiva, pero que se centre en los más culpables.

“La lista debe medir los más rebeldes y debe ser sostenible en el largo plazo, ya que no debemos esperar una pronta victoria. Las represalias deben dejar claro que el camino actual de resistencia a los transgénicos  tiene un costo real para los intereses de la UE y podría ayudar a fortalecer las voces europeas en pro de la biotecnología “, dijo Stapleton. En otros cables recién liberados, se evidencia que diplomáticos de EE.UU. en todo el mundo, impulsan los cultivos transgénicos como un imperativo del gobierno y como un imperativo del comercio de EEUU.

A finales del 2010 se reveló el contenido de las conversaciones entre la embajada de Estados Unidos y el gobierno español. En las comunicaciones se pedía a Estados Unidos que presionara al estado Belga a que aceptara los transgénicos. Asimismo, las relaciones entre la diplomacia estadounidense y Monsanto, empresa proveedora de productos para la agricultura, quedaron al descubierto.

En la información difundida se puede notar la preocupación de ambos gobiernos por la desaprobación que diferentes países europeos mostraban a los organismos modificados genéticamente (OMG); Alemania, Francia, Austria, Grecia, Luxemburgo y Hungría están a favor de reducir la producción de transgénicos. Cataluña luchó contra los OMG, con el impulso de una Iniciativa Legislativa Popular que fue presentada en el Parlamento de Cataluña. Exigía una investigación sobre los efectos sanitarios de los transgénicos, un etiquetado sincero del proceso de producción y la declaración de Cataluña como zona libre de transgénicos, pero la iniciativa no prosperó.

WikiLeaks Cables: U.S. Sought to Retaliate Against Europe over Refusing to Allow Monsanto GM Crops

U.S. diplomatic cables released by WikiLeaks reveal the Bush administration drew up ways to retaliate against Europe for refusing to use genetically modified seeds. In 2007, then-US ambassador to France Craig Stapleton was concerned about France’s decision to ban cultivation of genetically modified corn produced by biotech giant Monsanto. He also warned that a new French environmental review standard could spread anti-biotech policy across Europe.

 

In the leaked cable, Stapleton writes, “Europe is moving backwards not forwards on this issue with France playing a leading role, along with Austria, Italy and even the [European] Commission…Moving to retaliation will make clear that the current path has real costs to EU interests and could help strengthen European pro-biotech voice.”

 

AMY GOODMAN: Ambassador Stapleton goes on to write, “Country team Paris recommends that we calibrate a target retaliation list that causes some pain across the EU since this is a collective responsibility, but that also focuses in part on the worst culprits. The list should be measured rather than vicious and must be sustainable over the long term, since we should not expect an early victory,” he wrote.

Well, for more, we’re going to Iowa City to speak with Jeffrey Smith, executive director of the Institute for Responsible Technology, author of two books, Seeds of Deception: Exposing Industry and Government Lies about the Safety of the Genetically Engineered Foods You’re Eating and the book Genetic Roulette: The Documented Health Risks of Genetically Engineered Foods.

Jeffrey Smith, talk about the significance of these documents leaked by WikiLeaks.

 

JEFFREY SMITH: Well, we’ve been saying for years that the United States government is joined at the hip with Monsanto and pushing GMOs as part of Monsanto’s agenda on the rest of the world. This lays bare the mechanics of that effort. We have Craig Stapleton, the former ambassador to France, specifically asking the U.S. government to retaliate and cause some harm throughout the European Union. And then, two years later, in 2009, we have a cable from the ambassador to Spain from the United States asking for intervention there, asking the government to help formulate a biotech strategy and support the government—members of the government in Spain that want to promote GMOs, as well. And here, they specifically indicate that they sat with the director of Monsanto for the region and got briefed by him about the politics of the region and created strategies with him to promote the GMO agenda.

 

JUAN GONZALEZ: Now, they apparently were especially interested in one Monsanto product, MON 810. Could you talk about that?

 

JEFFREY SMITH: Yes. This is the first seed that was approved for widespread planting. You see, the biotech industry was concerned initially about the European Union accepting genetically modified foods. Although that had been approved for years by the commission, the food industry had rejected it because consumers were concerned. And so, there hasn’t been a lot of food going to the European Union that’s genetically modified.

However, they had planned to allow the growing of genetically modified seeds. Now that MON 810 has been allowed, individual countries have stepped forward to ban in. And so, in 2007, they were concerned about that, and so they were trying to create a strategy to force these countries to accept the first of the genetically modified seeds. Since then, there’s been more evidence showing that this genetically modified corn damages mice and rats, etc., can cause reductions of fertility, smaller litter sizes, smaller offspring, immune responses, etc. And these have gone largely ignored by both the European Food Safety Authority and the United States FDA.

 

AMY GOODMAN: Talk about these health effects. Jeffrey Smith, you wrote a fascinating “Anniversary of a Whistleblowing Hero” piece about a British scientist and about the repercussions he suffered. He was one of the biggest GMO advocates. And explain what happened and what he actually learned.

 

JEFFREY SMITH: Well, Dr. Arpad Pusztai was actually working on a $3 million grant from the U.K. government to figure out how to test for the safety of GMOs. And what he discovered quite accidentally is that genetically modified organisms are inherently unsafe. Within 10 days, his supposedly harmless GMO potatoes caused massive damage to rats—smaller brains, livers and testicles, partial atrophy of the liver, damaged immune system, etc. And what he discovered was it was the process, the generic process of genetic engineering, that was likely the cause of the problem. He went public with his concerns and was a hero.

También se desprende que España y los EE.UU. han trabajado en estrecha colaboración para persuadir a la UE de no levantar restricciones a la biotecnología en la legislación. En un cable, la embajada en Madrid, escribe: “Si España cae, el resto de Europa seguirá.”

Los cables muestran que no sólo el gobierno español pidió a los EE.UU. mantener la presión sobre Bruselas, sino que los EE.UU. sabían de antemano cómo votaría España, incluso antes de que la comisión de biotecnología española emitiera informe.

Secret United States diplomatic cables released by WikiLeaks detail efforts to promote genetically modified (GM) crops and biotechnology across the globe, including the Vatican, where US diplomats pushed the Roman Catholic Church to support biotech food in developing nations.

Cables from embassies in Spain, Austria and even Pakistan reveal the US diplomats have clearly sided with the biotech industry, even as court cases  and public debates over GM food raged in the US and abroad.

In 2005, a US diplomat and a USAID official met with Catholic leaders in Rome to discuss biotech foods, according to a leaked cable.  The diplomats reported that Catholic leaders said the science and safety of GM food would soon be a "non-issue" in the Vatican and signaled a cautious acceptance of biotech products despite active opposition among the faithful:

Preoccupation at the Vatican, they said, was tied more to economic arguments, as some fear that widespread use of GMO food in the developing world would subjugate its farmer population and become a form of economic imperialism simply serving to enrich multi-national corporations.

US diplomats pledged to continue pushing GM foods as a "moral imperative" to feed growing populations in order to counter opposition to the biotech food industry among Catholic activists and clergy.

A document drafted by scientists linked to the Vatican and leaked to the press in 2010 suggested the Catholic Church could have a moral obligation to promote GM food crops to combat world hunger, according to the British newspaper The Independent.

Other cables reveal plans to counter anti-GM initiatives across Europe, and in 2008, US diplomats declared the Monsanto MON-810 corn crop in the biotech stronghold of Spain as "under threat" from a campaign to ban GM crops in Europe.

Spain was the first European country to approve the MON-810 corn variety, and by 2009, Spanish farmers were responsible for 75 percent of the MON-810 crop in Europe, according to the leaked cable.

Top Spanish officials warned US diplomats that Spain was under pressure from other European Union (EU) countries to ban MON-810, and Monsanto officials told the diplomats that acceptance of the product was threatened by an agreement between the French government and environmental groups.

Truthout recently reported that, in 2007, the former US ambassador to France wanted to "retaliate" against the French for creating anti-GM momentum in Europe and questioning the safety of MON-810 when the product was up for re-evaluation in the EU.

France suspended cultivation of MON-810 in 2008 despite a EU report that found no new risks associated with the crop. French and independent scientists initiated a rigorous debate with EU scientists over MON-810, and by 2009, bans were in place in France, Germany, Austria, Hungary, Greece and Luxembourg.

Additional cables from the Spanish embassy tracked the country's approval  of GM corn varieties and identified Spain as a "country worth continuing to target" in efforts to promote acceptance of biotechnology.

MON-810 is engineered to excrete the Bt toxin, which is poisonous to some insect pests. A stacked version of MON-810 is also engineered to be resistant to glyphosate, an herbicide first popularized by Monsanto under the brand name Roundup.
